As head of both USC’s Title IX Office and Office of Equity and Diversity, Gretchen oversees compliance with federal mandates related to equal opportunity, non-discrimination, and harassment. She joined USC in 2016.
In 2000 Gretchen joined the San Diego District Attorney’s Office, where for more than seven years she handled sexual assaults, Sexually Violent Predator commitments, sex-based homicides, and criminal sexual exploitation while assigned to the Sex Crimes Unit. Gretchen pioneered a new approach to prosecuting gang pimping and authored legislation on the topic. She also participated on a variety of state and federal task forces dedicated to combating criminal sexual exploitation and helped form a county-wide, multi-disciplinary group on the topic. Gretchen provided 24-hour support to law enforcement in the region, and she developed and facilitated annual training on sexual assault prosecution. Gretchen also taught internationally on sexual assault and criminal sexual exploitation.
In 2013, Gretchen was recruited by the U.S. Marine Corps and became a Highly Qualified Expert in Sexual Assault and Complex Litigation. She developed sexual assault protocol, and trained and mentored prosecutors on five west coast installations. Gretchen worked directly with military prosecutors, commands, and law enforcement on all stages of case investigation and prosecution; served as a liaison with civilian agencies including prosecutorial entities and law enforcement; identified gaps and needs in training and protocol; and advised on best practices and procedures. Gretchen developed a prosecutorial merit review process instituted by the Corps nationwide. Gretchen’s position was part of the reorganization of the USMC to better deliver legal services and elevate the practice of the law within the Corps.
Gretchen holds a bachelor’s degree in political science from the University of California, Santa Barbara. She received her J.D. from Hastings College of the Law, University of California, graduating cum laude and a member of The Order of the Coif. During law school, Gretchen clerked with the U.S. Attorney’s Office, Northern District of California, and the Sonoma County District Attorney’s Office.
